2008 Meeting Schedule

These meetings are planned to be done in time for lunch to follow at a nearby establishment where Riders can meet socially.

We will be moving the meetings around a little more this year. I’ve been talking to several members about hosting the Riders at their Post, so plan on notices changing some meeting locations as we head into the season.

Please the following significant changes. Our June meeting is being moved up one week to the first weekend in June due to a scheduling conflict at our normal meeting location and the State HOG Rally. Also, our July meeting will be held at the Full Throttle in Portage (owned by 2nd District rider Bob Lane). More on that event below. The September meeting will be held in Columbia County, and finally, in November, our meeting day will be the date for the Milwaukee Veteran’s Day parade. We’ll dispense with a formal meeting that day and muster up with the Milwaukee District for the parade. Meetings are open to any Veteran!

District 2 Participates in Memorial Day Parades

American Legion Riders from Second District participated in three Memorial Day observances on Monday May 26th. The Riders escorted American Legion color guards at parades in Cedarburg, Mequon – Thiensville, and Saukville. Riders District President Elmer Prenzlow said he was proud of the turnout for the parades because the “Legion Riders are a popular unit at parades with their patriotically decorated motorcycles, and represent the values of the American Legion and its members well”.

Thanks for attending! Sometimes things happen for a reason. In early September, we cancelled our Annual Brat Fry in order to attend, by special invitation, the 2nd District POW /MIA Silent March in Horicon. Due to a schedule conflict, we ended up with both events scheduled for the same day. It was an honor to represent the Riders at the March even though we rode up, back and during in pouring rain. Our presence was greatly appreciated and we probably avoided a financial loss on the brat fry due to the nasty weather limiting potential brat sales.

Also, thanks to Chuck, Steve, Ken, Ted, F-trup (and his wife), and Chris, who were able to attend the short-notice parade in Mayville. I was out of state vacationing and several of you stepped up and made a good showing for this short-notice event.

MEMBERSHIP NEWS: This month we belatedly welcome a new member, Mike Becker. Mike is a member of Post 15 in Juneau and was recruited by Tex Weidman. Second District now has 34 members with two of those as potential drops for non-renewal. If you know a potential Rider, ask me for a copy of the bylaws and application form.

2008 Meeting Schedule

NEXT DISTRICT MEETING: Saturday, December 13th, 2008 in Mequon at Post 457

For November, our meeting day will be the date for the Milwaukee Veteran’s Day parade. We’ll dispense with a formal meeting that day and muster up with the Milwaukee District for the parade. Meetings are open to any Veteran!

1. ALRA State Quarterly Meeting: Saturday November 1st. in Oak Creek, time 1:00 p.m.
It will be at the Oelschlaeger-Dallmann American Legion Post 434, located at 9327 S. Shepard Ave. in Oak Creek, WI. The meeting will start at 1300 hours. The Post will be providing BBQ sandwiches, potato salad and pickles and dessert for a donation to the Post after the meeting.

Directions: Exit Ryan Rd – East off of I-94 to Shepard Ave. Turn left, the Post is up the road on the left.

2. Veterans Day Parade: 9:30 a.m., November 8th. Stage @ Tanner-Paull Post 120. Staging time is 9:30a.m. – 10:00 a.m., parade @ 11:00 a.m. Here are the coordinating instructions:

This years meeting location for the Riders has changed due to the Navy, who will be commissioning the USS Freedom down by the War Memorial prior to the start of our parade. In year’s past we have met down in their parking lot. This year we will meet at Tanner Paull in West Allis (6922 W. Orchard St.) at 9:30 and leave close to 10:00. If anyone is coming to watch and in a car, try to park by 300 N. Van Buren and there will be shuttle service to the parade route. DO NOT park down by the War Memorial. The parade route has also changed as it will not be going up Kilbourn this year; instead it will proceed on Wells.

Also, on the day of the parade, any members from the ARMY branch of service please let Mike Pytlik or Don Stone know, you will receive a special arm band for this years parade as they are now going to be honoring a different branch of service each year. They will be getting the bands once we are down town by the Hyatt.

And as always, each participant with an arm band receives free breakfast at the Hyatt and free lunch at the War Memorial. Non participants can purchase a lunch for $10.00.

3. 2nd District Rider’s Monthly Meeting: 10:00 a.m., Saturday, December 13th, at Post 457, Mequon. Final end-of-season financial wrap-up and planning for our mid-winter social as well as for the 2009 season.

4. Mid-Winter Social: Friday, Feb 13th, 2009 at The Hitching Post on CH-D in Kohlsville, just east of Hwy 41. Tentatively, we’re planning on social @ 6:00 p.m. and dinner @ 7:00p.m. Unfortunately, our favorite spot – Dick’s Pizza in West Bend is closed and up for sale, so F-Trup has been doing a recon of the area in search of a centrally located spot. His comments on the Hitching Post were: “Nice biker friendly bar with a party room up stairs”, so that’s good enough for me.

MISCELLANEOUS BUSINESS: 2009 Planning: I need your input on two items.

First, are you satisfied with the 2nd Saturday of every month for our meeting dates or would you rather we moved it to the 3rd Saturday? The first and fourth Saturdays tend to have holidays and other events (like the ALRA State meetings), so we’re pretty much looking at either the 2nd or 3rd as open weekends. Please let me know, either at a meeting, by e-mail, or give me a call regarding your preference. I’d like to establish dates at our December meeting, so I need your input before then.

Second, at our October meeting, we discussed a potential project for 2009 to support veterans at the VA Adult Day Care center at the Zablocki VAMC by sponsoring their summer picnic. The event would involve three aspects of our support. First, we would provide financial support for part or all of the funding necessary to host the event. We may also assist in doing the grilling and food prep, and finally, we would bring our bikes to show the veterans and spend some time with them in conversation. The event would take place during a weekday when the veterans attend day care. For information, all of the veterans are over 60, and suffer from various disabilities due to age and service. They attend day care in order for their families to get a little time off from the daily demands of caregiving. I’d like to discuss this more fully at our December meeting and make a decision if this worthy project is one we want to take aboard.

Parades, parades and more parades! Last weekend, we stepped into our mid-season of riding and parades with an appearance at Cambria, followed by a ride to Wisconsin Dells for the ALRA State Quarterly Meeting. With six Riders at the parade it was a good showing and an enjoyable ride because we had members from both eastern and western sides of the District to represent the Legion before the public. District 1 hosted with brats and sloppy joes. Most of us (less F-Trup) were fed to capacity.

If you’re not attending State or District meetings, or joining us to ride in a parade, you’re missing out on several good reasons to be a Rider. We are gaining significant visibility, not only in our District, but around the State as Districts 1, 2, 3, 4/5, & 6 have participated in more than a dozen events since Independence Day. When you look at a copy of the Badger Legionnaire, it’s becoming a rare issue that does not have a picture and caption of what we do.

Earlier in July, we held our District meeting at Rider Bob Lane’s Full Throttle in Portage. If you haven’t tried one of his steak sandwiches, it’s worth the trip. Thanks to Bob for hosting us. Join us for the upcoming events in August and be an active part of this great Association! And, of course, Rider Don Riggs won the “Uncle Sam Wants You on a Harley” framed poster. New guys have all the luck!

CONVENTION REPORT: Congratulations to Legion Department Vice-Commander Jim Reigel on his election as our new Department Commander for the 2008-09 year.

Also, congratulations to District 3 Legion Rider and Past State Commander Dave Gough on his election as National NEC-man. Dave is a committed Rider and all-around good guy who represented both the Legion, and our Association of Riders very well at the National level over the past two years as the Alternate NEC-man.

Finally, congratulations to Marty Czarnecki from District 8, who was re-elected as one of the two State Sgt.-at-Arms.

LEGACY RUN NEWS: At the convention, Dave Gough addressed the convention floor on Saturday about the Legacy Scholarship run, then he sent the Riders around to pass the hat and collected $2272 in cash on the spot. Dave's taking that donation to National as part of over $10,500 raised by the Department of Wisconsin towards the Scholarship fund, including several thousand dollars raised by District 3 through their statewide raffle and other events. Thanks for participating in the raffle and supporting this worthy cause. Wisconsin more than doubled last year’s contributions to the scholarship fund.

MEMBERSHIP NEWS: This month we welcome a new member, Ron Lucas. Ron is a member of Post 470 in Saukville and was recruited by Charlie Watry. Second District now has 33 members. If you know a potential Rider, ask me for a copy of the bylaws and application form.

Assuming the weather holds, plan on a ride to the Mineshaft in Hartford for lunch following the August meeting. The September meeting will also be in Mequon at Post 457 (more on that event below), and finally, in November, our meeting day will be the date for the Milwaukee Veteran’s Day parade. We’ll dispense with a formal meeting that day and muster up with the Milwaukee District for the parade. Meetings are open to any Veteran!

4. Richfield Days Day Parade: Noon, August 24th, Richfield. Stage @ M&I Bank, corner of Hwy 175 and Hubertus Road . Staging time is 9:30a.m. – 11:00 a.m., parade @ 12:00 p.m.

5. 2nd District Rider’s Monthly Meeting: 10:00 a.m., Saturday, September 13th, at Post 457. To be held either before, or possibly during, the brat fry, under a nice shady pine tree.

6. 2010 Romp Committee Organizing Meeting: 12:00 p.m., Sunday, September 21st at Tanner-Paull Post in West Allis. Our District representative to the committee is Vice President Mike Stephens – we’re hoping he’s back in town from his many rides!

MISCELLANEOUS BUSINESS:

2008 District Officer Elections: Congratulations to newly elected Historian, Carrie Lee who was elected at our July meeting in Portage.

3rd ANNUAL DISTRICT TWO LEGION RIDERS BRAT FRY: To be held from 11:00 a.m. – 3:00 p.m., Saturday, September 13 following the District monthly membership meeting. Come and help, have a few brats, and support a good cause. Door prizes will be awarded. 50/50 Raffle also.

T-SHIRTS & POLO SHIRTS:
Shirt orders were delivered last week at the Cambria parade and State meeting. If you’re interested in a T-shirt, short or long sleeved mock turtle, or Polo shirt with pocket, see me at a District meeting.

NOTE: For those 2nd District Riders who participated in the 4th of July Hales Corners Parade , a note from Godfather, Milwaukee District President:

To all the riders who participated in the Hales Corners 4th of July parade from Districts 1, 2, 4/5 and 9, the Commander of the Hales Corners Post 299, Joe Huber, has invited the riders to join their post for a Thank You picnic on Sunday August 10th. The picnic will be at Root River Bowling Center, at 7220 W. Rawson Ave, Franklin, WI 53132. The fun starts at 10a.m. and food will be served at noon.

Parade Season begins! Many thanks to each of you who took the time to ride in our parades on Memorial Day. We got good comments and were appreciated by each of the three locations where we participated and had a group photo published in the weekly State Adjutant’s Notes. We picked up a couple of parades for the coming month and it should be a good opportunity to show who we are and what we’re about. Also, Milwaukee District President “Godfather” sends his thanks to those 2nd District Riders who participated in the Armed Forces Day and Reclaiming Our Heritage runs.

Our next parade is coming up – this Sunday, June 8th in Jackson.

We will be up-front behind the "Colors." The Color Guard is staging in the same area so the first riders in should stage as close behind them as possible.

DISTRICT ELECTIONS

2008 District Officer Elections: (Procedure)
At our initial organizational meeting in 2006 we agreed to election of officers bi-annually on the anniversary of the District in accordance with Article X of the State Bylaws. This event will be coming up in June 2008 at our monthly Rider’s meeting. Note, that because of the State

HOG Rally conflicting with our normal meeting date, 2nd District Riders will meet on Saturday, June 7, 2008. All offices of the District are open for election. Nominations will be from the floor.

I have been asked by some members to consider allowing election to an office even though the member may not able to be present at the election meeting as long as the member has previously indicated that they would accept the office if nominated and elected. I have no objection to this, and will leave the decision on whether to allow it to the vote of the District members present. If you are unable to attend a meeting, but would accept election to an office, please contact me prior to the meeting to place your name into nomination for office. I understand that sometimes, summer schedules can conflict, and do not want to unduly limit opportunities to serve as a District Officer. My only request is that, if you volunteer to serve in an elected position, that you make your best effort to fulfill the duties and responsibilities of the office. We need active, committed volunteers!

Offices to be filled: President, Vice President, Treasurer, Secretary, Historian, Chaplain,
Sgt at Arms, & Road Captain.

All Riders of 2nd District in good standing are eligible to hold office.

2010 NATIONAL ROMP REPRESENTATIVE: At the State Quarterly meeting Roy requested that each District appoint a person from their group to be on the 2010 Romp Committee. Please add this item to your next meeting agenda and forward your person’s name to Godfather so the 2010 Romp Committee can begin meeting and planning.


In case you missed out on what this is about, in 2010, the American Legion National Convention will be in Milwaukee. The ALRA National Romp will also be here, so State is looking for assistance from districts surrounding Milwaukee for additional support.

Anyone want to volunteer? E-mail me if you're interested. Otherwise, this will be an agenda item for the June meeting.

Missing in Action! By now most of you have heard that I’ve been out of commission for the last month, and it looks like I’ve got another month to go before the doctor allows me to get rid of this blasted cast on my leg. One way or another, I’ll be at the May meeting because it is a very important one. We need to determine who is available to ride in four upcoming parades and assign Riders to meet each of those commitments. I am asking each of you to e-mail, call, or write to me before the May 3rd meeting, or tell me at the meeting which of the following parades you can attend as Rider and if you have flags and a flag mount on your bike:

Memorial Day – Monday, May 26th

Saukville, 8:30 a.m.
Cedarburg, 8:30 a.m.
Thiensville, 9:30 a.m.

Action in Jackson – Sunday, June 8th, 11:00 a.m.

Please, don’t be missing in action for this one because we need a maximum turnout for these events honoring our fallen comrades.

MEMBERSHIP NEWS: This month we welcome two new members, Chris Ross and Don Riggs. Chris is a member of the Van Ells-Schanen Post 82 and lives in Port Washington and Don lives in Portage and belongs to the Harold Larkin Post 187 in the Dells. Second District now has 32 members. About the time your membership renewal comes due on your Rider anniversary, I’ll be sending a renewal form to you in the mail. Please fill out the renewal form COMPLETELY, sign it and enclose it with a photocopy of your Legion family (Legion, Auxiliary, or SAL) membership card and your check made out to ALRA 2nd District. At our initial organizational meeting in 2006 we agreed to election of officers bi-annually on the anniversary of the District in accordance with Article X of the State Bylaws. This event will be coming up in June 2008 at our monthly Rider’s meeting. Note, that because of the State

HOG Rally conflicting with our normal meeting date, 2nd District Riders will meet on Saturday, June 7, 2008. All offices of the District are open for election. Nominations will be from the floor. (A nomination must be accepted by the nominee, prior to voting, to be considered valid).

Offices to be filled: President, Vice President, Treasurer, Secretary, Historian, Chaplain,
Sgt at Arms, & Road Captain.

All Riders of 2nd District in good standing are eligible to hold office.

ALRA AWARD BOOKS: The awards program is underway as of January 1, 2008. To participate and record the events you participated in and mileage accumulated, you need an Awards book. At the end of the year, books will be tallied and the winners announced at the 2009 Awards Banquet. Details have been sent out by the State Secretary on each of the Award categories and criteria for the award. If you need a book, contact me and I’ll get one for you from State. Only three bucks gets you a book!

LEGACY RUN RAFFLE TICKETS: ALRA District 3 is coordinating the sale of raffle tickets which will benefit the American Legion Legacy Scholarship Fund. Our District Treasurer, Jim Quesnell, has tickets available for sale. See Big Jim, buy a ticket, and support a good cause.

Spring is Here! Officially, it was the 2nd Snowiest winter on record. Now, if we could just get the potholes filled and the sand and salt washed off the roads, things would be much more enjoyable. I finally got my bike out of storage this last weekend and took a little ride around the area. Cool weather I can live with, but the salt cloud blown up off the road was not a good thing to see. If you’re out riding, watch out for the fifty pounds of sand spread around the corner you’re approaching!

MEMBERSHIP NEWS: Welcome to our newest member, Ken McClendon. Ken is a member of Post 355 in Grafton and he rides a Honda GoldWing. Second District now has 30 members. I’ve received our 2008 membership cards and will forward them to you as I receive your renewals for this year.

About the time your membership renewal comes due on your Rider anniversary, I’ll be sending a renewal form to you in the mail. Please fill out the renewal form COMPLETELY, sign it and enclose it with a photocopy of your Legion family (Legion, Auxiliary, or SAL) membership card and your check made out to ALRA 2nd District. If you missed the social at Dick’s in West Bend, you missed a good time. We had twelve for dinner and the food was outstanding. We’ll probably put this on the schedule for next winter as an annual ritual.

9. 2nd District Rider’s Monthly Meeting: 10:00 a.m., Saturday, June 7, at Post 457, Mequon. This meeting will include the ALRA 2nd District elections, so, your attendance is important!

The owner of the Full Throttle is organizing a benefit which will support the VFW and the American Legion home at King. Happy New Year to all Riders! Although, with two feet of snow sitting in the front yard it doesn’t feel like it, riding season is just around the corner. Second District is already receiving requests for support in a number of parades this year, so we’re going to be busy. If you haven’t considered a flag mount for your bike, please do so because we’re probably going to have more requests for support than we have Riders available.

MEMBERSHIP NEWS: Second District now has 29 members with several prospects who have inquired over the winter about joining our organization. Our State Secretary advises me that membership cards for 2008 will be mailed out to me soon and I’ll forward them to you at your renewal time.

About the time your membership renewal comes due on your Rider anniversary, I’ll be sending a renewal form to you in the mail. 2ND DISTRICT RIDERS SOCIAL END-OF-WINTER GATHERING:
At our last meeting in December, we decided to get together for a winter event before the season starts up again. On Friday, February 22 at 7:00 p.m., we’ll meet at Dick’s Pizza at 1750 W. Washington St. (Hwy 33) in West Bend. Our scout “F-trup” says they’ve got an all you can eat fish fry (cod), pizza, poor man’s lobster (baked cod), and burgers if you’re not observing Lent. Also, there’s a bar – like we’d go somewhere that didn’t have one!

We selected Dick’s because of their varied menu and central location so Riders from across the six-county area could attend. I want to try to get a big table set up for us if we can get one, so please e-mail, call, write, or send me a smoke signal to reserve a spot so I can get a firm count by no later than Tuesday, February 19th. I’m calling in on Wednesday, and if I don’t have you reserved, you get to sit in the kitchen at the kiddie table.

A note from Irish Pat says: “If you would like to help me and others go to visit and hand out Valentines to the veterans. We will meet in Matousek Hall at the hospital at 5:15pm leaving at 5:30pm and be done around 6:30pm it's a great time and you feel good inside when you are done.”

 Registration fees remain the same as in 2006 and 2007:  $35 per Rider, and $15 per passenger.  Many people who do not ride, but who support the mission of the Riders, have also asked to register in support of The American Legion Legacy Run.  We thank them for their support and will provide them with the same registration materials and souvenir map book that we provide to the registered participants.

ACTIVITIES REPORT: Veteran’s Day turned out to be one of the nicest days in November - perfect for a parade. With over 55 Riders from at least four different Districts, we escorted Blue Star and Gold Star Mothers for a stirring event. Pictures are on the state ALRA web site. Lunch afterwards provided an opportunity for fellowship and the chance to speak with current service members and remind them that they are all in our daily thoughts and prayers. As a result of the parade, we took a pass on the normal monthly meeting, but will get together one last time this season in early December.

For those who didn’t have a chance to attend, the State Quarterly meeting was a lively event, with a number of important changes to our bylaws being approved. The 2nd District Resolution, creating a class of “exempted” members was finally approved, allowing for long term members of five or more years to apply for exemption to the motorcycle ownership and licensing requirements due to disability.

Also approved was a Resolution regarding calling Executive Committee meetings and voting procedures for dual State and District office holders. Details will be forthcoming in official updates to the bylaws expected soon from the State Secretary. Those of you with e-mail access should have already received copies of all approved resolutions and the rest of you should have received paper copies from the State Association.

MEMBERSHIP REPORT: Our membership within Second District now stands at 29 members. All members have completed the renewal process for 2007. If you have a candidate for membership, let me know and I’ll contact them.

Please extend a warm welcome to our newest member Joyce Jansen of Post 215 in Pardeeville. Joyce is a retired 1SGT in the Army Reserves and an active duty Navy Veteran. She and her husband Dennis (also a Rider), both own Gold Wings and are life members of the VVA. We’re looking forward to seeing the Jansens’ at events in 2008.

1. 2nd District ALRA Monthly Meeting: Saturday, Dec 8th, 10 a.m. Post 457, Mequon, meeting for budget close-out reports, and to plan our mid-winter social.

2. Veterans Hospital Visit – Zablocki VAMC : Monday, December 17th. 5:30 p.m. at the East Lobby. Every December, the Milwaukee Districts host a visit to the VA Hospital to bring some holiday cheer to inpatient veterans at the facility. This year the Riders will head up to the 10th Floor about 5:55 p.m. to hand out T-shirts to the Vets.

3. Mid-Winter Social: TBD. Some time between January and March, plan on getting together for a Friday fish fry type event just to blow off some steam and complain about Wisconsin winters. We’re going to plan the date, time and location at our last monthly meeting in December, and you will be notified by e-mail once we firm it up.

A FINAL NOTE ABOUT RESOLUTION 35. As most of you have heard by now, the National Executive Committee approved a resolution making the American Legion Riders a national program. There are a lot of things left to be worked out in this process, like the details around various current patches, rockers, individual member qualifications, insurance requirements, and what I would characterize as “control” issues like changes to the organization. I’d encourage you to read through the resolutions regarding the status of the current and future relationship of ALRA of Wisconsin with the Department of Wisconsin, and our expressed position as it relates to Resolution 35. Nothing gets people’s attention faster than not being included in a discussion, and it appears that our State organization is now fully alerted to the potential impact of this national resolution and is taking steps to ensure a seat at the table in future discussions on a national level about where we are headed. We expect strong, firm and proactive representation by our State officers and will expect no less from them as they deal with these challenges.

ACTIVITIES REPORT: Our October Rider’s meeting was held as scheduled and followed by a ride through the Holy Hill area with lunch at the Mine Shaft in Hartford.

Last Sunday, I attended the 2nd District American Legion fall conference in Plymouth, and reported on District Rider activity over the summer. If you haven’t been out yet on a 30 degree Sunday morning for a ride, dig out your long johns, because it’s definitely fall! Legionnaires from around the District were highly complimentary about our program, and thankful for the parade support we provide. I handed out every parade request form that I had with me, and anticipate sending out several more in the next few weeks. As we begin to plan our 2008 season, keep in mind that your participation in parades is an essential part of our public program, and if you can make time to attend parades, please help us with your presence.

MEMBERSHIP REPORT: Our membership within Second District now stands at 28 members. All members have completed the renewal process for 2007. There are new forms for membership applications and renewals. I will send each of you a separate e-mail with pdf copies of the application form, latest bylaws, policies / procedures, and our Tri-fold brochure. Please remember that the application and approval process for NEW members is as follows:

Someone expresses interest in the Riders and we tell them about our organization.
Provide a copy of the Tri-fold “Who We Are” brochure (optional).
Provide the prospective member with our bylaws and policies / procedures.
Discuss with the prospective member their agreement to abide by our bylaws.
Provide a membership application and ensure they meet criteria for membership.
Receive application, dues check, copy of D/L, and Legion membership card.
Sign off as the sponsor and send the whole works to me.
Major Hint – We do not just hand out application forms without vetting the applicant!

The Agenda will contain the following items:

Resolution 2007-1 regarding exceptions to ALRA member qualifications.
Resolution 2007-2 regarding calling Executive Committee meetings and voting procedures for dual office holders
Resolution 2007-3 regarding amending the bylaws regarding voting members of the Executive Committee. This resolution was passed unanimously at the last 2nd District meeting and is being presented to the statewide membership for approval.
Information regarding Resolution 35, passed by the American Legion National Executive Committee, calling for adoption of the ALR as a national program of the American Legion and setting recommended guidelines for the organization.
All of these have the potential to be some pretty hot topics. I’d recommend that you attend, because in some ways, the future shape of your Association will be decided.

2. Veterans Day Parade – Milwaukee: Saturday, November 10th. 9:00 a.m. Meet at the lower parking lot on the north side of the Milwaukee War Memorial Building at the lake front. We will leave there at 9:15 a.m. and go as a group to our position in the parade. There will not be a separate District meeting that day. It is a riding (not marching) parade and we are scheduled to escort the Gold Star mothers. If you have poles, please bring a single pole as each bike will fly one flag. Lunch will be provided after the parade.

3. 2nd District ALRA Monthly Meeting: Saturday, Dec 8th, Post 457, Mequon, meeting briefly to do annual budget close-out reports, and plan our mid-winter social.

ACTIVITIES REPORT: For those of you who participated in the Richfield Days Parade, congratulations – Legion Riders won the First Prize for parade units. The Blue Ribbon Medal is forthcoming and will be proudly displayed at the Veterans Day Parade, then turned over to our Historian for safekeeping. If you wondered how good we looked, take a look back at the last issue of the Badger Legionnaire where our group picture from the parade was printed.

In September, we enjoyed one of the best riding days of the year as ten 2nd District Riders worked their way along the shores of Lake Michigan to Manitowoc for lunch at Friar Tuck’s. Good food and a nice atmosphere for our informal monthly meeting was followed by a ride along Highway 67 through the Kettle Moraine State Forest with a final stop at Cabela’s in Richfield.

MEMBERSHIP REPORT: Our membership within Second District now stands at 27 members. All members have completed the renewal process for 2007. We’ve got several additional prospects who’ve been contacted, but have not yet returned their applications.

We have had several issues with verification of motorcycle endorsements and Legion family current memberships over the past year and frankly, it’s a major pain in the . . . The state bylaws regarding eligibility mandate these requirements and the state membership application / renewal form have been changed to reflect the requirement. So, please, don’t give me any flak about it and just get it done. Thanks for your help on this.

THANKS: To all of you who either worked an event this year or made a direct donation to the American Legion Legacy Run Scholarship Fund. Legion Rider Dave Gough presented a check for $5000 at the National Convention, which was Wisconsin’s part of the $409,301.91 raised for this event.

1. 2nd District ALRA Monthly Meeting: Saturday, October 13th. We’ll have the official meeting at Post 457 in Mequon and then, weather permitting, take a short ride to the Mineshaft Restaurant in Hartford.

2. The Milwaukee Solders Home Foundation is sponsoring a free concert featuring the US Army Chorus and the Master Singers of Milwaukee on Sat. October, 20 at the Pabst Theatre in Milwaukee at 7:30 P.M. This event has been sold out but they are holding tickets for the Legion Riders. The Jim Duff, Acting Director of the Milwaukee County Veterans Service Office has asked us if we could escort the Star mothers onto the stage for awards to be given to them and then assist them back to their seats. We are looking for 12 people. Some of which will be flag bearers. If you are interested in participating in this event please contact Pat (Irish) directly at irishpat@sbcglobal.net as soon as possible as he needs to provide them a head count for tickets.Plan on being there by 6:30p.m., located at 144 E. Wells St.

3. State ALRA Quarterly Meeting: Saturday, November 3rd, Location remains to be determined – but probably mid-state somewhere. The Executive Committee met on October 7th and recommended two resolutions to the membership for approval. The first allows long-term (5+ years) members who become disabled to be exempted from having to own a bike and maintain a “M” license endorsement. The second resolution sets policies for calling and holding state executive committee meetings and the procedures for voting by members who hold both state and district positions on the committee. The membership application process was also discussed. Members are encouraged to attend the November State meeting because in addition to these two resolutions, there may be additional floor resolutions dealing with the composition of the State Executive Committee. These might be controversial and all members should be present. For a discussion of this issue, see the philosophy section below.

4. Veterans Day Parade – Milwaukee: The event will occur this year on Saturday, November 10th. Since that day is our normal District meeting day, we’ll forego sitting around a table looking at each other and join the Milwaukee District at the parade. It is a riding (not marching) parade and we are scheduled to escort the Gold Star mothers. Usually, there’s food or refreshments served afterwards. Staging details to follow.

5. 2nd District ALRA Monthly Meeting: Saturday, Dec 8th, Post 457, Mequon, meeting briefly to do annual budget close-out reports, and plan our mid-winter social.

PHILOSOPHY (or the Editorial Section): Since 2nd District formed a little more than a year ago, there has been an ongoing discussion about what form of governance and oversight the organization should have; strong centralized control through the State Executive Committee, or more decentralized oversight provided by each organized district.

At the last State Executive Committee meeting, this issue was discussed, but the committee was unable to come to a consensus because, it obviously involves committee members who will be affected by the outcome of any decision taken. At the meeting, there was general agreement that when the Riders were first organized, there needed to be a strong form of central control, but that the organization of individual districts would result in changes to a more decentralized management of the Association over time.

Currently, the State Executive Committee consists of all State Officers, participating Past State Presidents and District Representatives. This means that currently, State Officers hold ten seats on the committee (President, VP, Secretary, Treasurer, Sgt-at-Arms, Chaplain, Historian, Road Captains (2), and Past President) versus six seats held by District representatives. Some members have questioned the reasoning for offices which are more functional in nature (Chaplain, Historian, Road Captains) continuing to have a vote. Most Legion Posts around the state provide for executive committees which consist of the elected executive leadership of the Post (Cdr, Vice-Cdr, Secy, Treasurer, Sgt-at-Arms) but do not grant voting status to the functional offices. The net result of our current ALRA structure provides for a 10/6 voting bloc at the state level making it extremely difficult for district level initiatives to gain any ground if opposed at the state level. Since most of the membership of the ALRA of WI resides within the organized districts, it is appropriate that those Districts be given a greater voice – and a more balanced level of representation at the executive committee. If we’re doing the work at the District level and getting the job done, then it follows that we should have the freedom, flexibility and control over our own affairs to meet the ALRA mission.

Current members of the executive committee have even commented that any resolution presented to the membership must FIRST come through the executive committee for approval. This is not democratic governance and is inconsistent with the organization of the ALRA under the current bylaws, the organization of our parent Legion departments, and normal parliamentary procedures. It points out WHY we need to change, and the reason that at the next meeting, there will likely be a floor resolution presented to change the composition of the executive committee.

Interestingly, the two resolutions that I mentioned earlier in this newsletter were changed by the executive committee, and some members have questioned the authority of the committee to make changes to the language of a resolution presented by an organized district, rather than presenting it “as is” to the membership. As you know, at the annual state convention, resolutions are often ruled “not in proper form”, or rejected at the committee level for some other reason, but they are all voted on “as is” by the membership at large in the general floor session in accordance with proper parliamentary procedure. I am somewhat familiar with this process as I review resolutions submitted to me as the Judge Advocate of the Legion’s 2nd District.

So, anticipate a lively discussion in November. One proposal would be to provide a better balance to the Executive Committee by limiting voting members to the following; President, Immediate Past President, VP, Secretary, Treasurer, and Sgt-at-Arms, plus the six district representatives, for a twelve member committee. As additional districts may organize, this might give a slightly greater emphasis to district operations as opposed to state control. If you ask; “What happens if all twelve Districts organize?”, I would answer that if you look around the state at where our current membership is located, it will probably be a long time before that happens and for now, the organized districts constitute a significant majority of our active membership. There is no reason not to revisit the issue at some point in the future depending on changes to our membership, but right now, the current imbalance must be addressed and corrected, or we risk losing members who feel they have no voice at the local level – the basis upon which the Riders were organized!

It takes a 2/3 vote to change the bylaws. If you’re interested, show up, speak up and vote.

ACTIVITIES REPORT: August was a busy month for 2nd District events. We provided parade escorts for Cascade on August 4th, Allenton on August 11th and Richfield on August 26th. Anybody whose oil temperature was hotter than the 270 I recorded following the Allenton parade should let me know and you can hold the “Hot Thighs” Traveling Award for sizzling bacon until the next parade. Advance word is that a picture of our group will appear in an upcoming edition of the Badger Legionnaire.

MEMBERSHIP REPORT: Our membership within Second District now stands at 28 members. We have three members remaining who are pending renewals for 2007, and some additional prospects, which is a combination of contacts at the HOG Rally as well as from folks who were referred to us by the State Association.

THANKS: To District 2 members Ron Gengler and Dana Smith who assisted in staffing a booth at Racine Harley-Davidson with me during the State HOG Rally. It was a nice opportunity to socialize with the Riders from District 1 and develop some membership leads for the Association.

CONGRATULATIONS: to Riders Mike & Vicki Brown. “Prospect” Connor Keith Brown arrived at 5:45 pm Saturday, July 28th. He is 8 lbs 5.4 oz, 21". Mom & baby are doing fine.

1. 2nd District ALRA Monthly Meeting: Saturday, September 8th. We’ll start at Post 457 in Mequon with a 10:00 a.m. departure en route Manitowoc with a stop in Sheboygan at Cruiser’s / Route 43 Harley-Davidson at 11:00 a.m., and then depart Sheboygan at about 11:30 a.m. for a leisurely ride along the lake to Manitowoc. We’ll have lunch at Friar Tuck’s (sandwiches and sides), meet informally long enough to cover any outstanding business, and then take a cruise homeward through the Kettle Moraine via Hwy 151 to 67 to 45 south.

2. 2007 Fall Ride – Tomahawk: The state Association has arranged for a membership solicitation booth in Sara Park on Sept. 13 - 16. Ray & Eileen will man the tent but are looking for volunteers. The shifts are 4 hours in length. Contact Eileen at WIALRA@wi.rr.com for further information or to sign up for a shift if you’re up there.

3. Lake Geneva 30th Annual Cancer Society Classic Car Parade: Saturday, September 29th, 2007. Hosted by the Milwaukee District. The staging for the parade is downtown on Wrigley Drive by Popeye’s and the Riviera, on the lake, and starts at 11a.m. There is a car show before the parade. Bikes should stage by 10:15 to ensure flags can be put on and we are lined up ready to go. You may want to come earlier if you are a car buff. The route is still being worked out but goes from downtown out to The Lodge at Geneva Ridge (formerly the Interlaken Resort) on Highway 50.

4. Milwaukee District Fall Ball: Saturday, September 29th 2007 at Tanner-Paull American Legion Post 120, 6922 West Orchard St, West Allis, WI. 7PM – 11PM. $10.00 All you can drink Beer, Soda’s & Wine Coolers with music provided by Flyboy Music Productions. 50/50 raffle, Door prizes, snacks, and fun.

5. State ALRA Quarterly Meeting: Saturday or Sunday, October 6th or 7th, Location remains to be determined. The Executive Board will meet in October to discuss a new proposal on a status change for disabled/retired members. The membership application process will also be an item to be discussed. Members are encouraged to attend.

No – you didn’t miss one. This edition is either very late for July, or extremely timely for August. It depends on whether you are a glass half-full or half-empty person!

CONVENTION REPORT: Congratulations to Legion Department Vice-Commander Dave Kurtz on his election as the new Department Commander for the 2007-08 year.

Also, congratulations to Legion Rider Marty Czarnecki from District 8, who was elected as one of the two State Sgt.-at-Arms. It’s always good to see Riders in positions of responsibility within our brother organization.

At the Convention, Legion Rider and Past Department Commander and current Department NEC-man Dave Gough addressed the convention floor on Saturday about the Legacy Scholarship run, then he sent the Riders around to pass the hat and collected $1284 in cash on the spot. Dave's taking that donation to Reno along with the check for $500 from the State Association. Our District voted a $100 check from the brat fry proceeds that I'm sending to Dave from District 2, so it looks like Wisconsin will be very close to two thousand dollars if there are some individual donations as well.

On Friday evening, we held an informal Riders dinner at the River’s Bend Supper Club. The dinner went well with 14 attending and the seafood & steaks were fantastic. Roy & Nancy, Curtiss Peck, Phil Glass & his wife Sharon, Yukon & his wife, Dan Foley and five more from the Third Herd (3rd Dist) and myself were present. It was one of those rare opportunities for folks to relax and have a good time as a group in brotherhood without having a formal meeting. We should do this every year, it was worth the time.

I had the only bike there with full size flags. We parked right outside the main entrance to the hall, and with big windows, folks who walked by the Rider's promotional table could see the bikes there. Curtiss from Post 400 had his small flags on, and a few other Riders from upstate were there as well, so it was a good static display.

MEMBERSHIP REPORT: Our membership within Second District is growing again, and now stands at 28 members. Welcome to new member Carrie Lee, of Jackson. Carrie is a new member of the Howard J. Schroeder Post 457 (Mequon-Thiensville) Auxiliary and joins her husband Danny as a Rider. She rides an Ultra Classic.

THANKS: To Legion Rider Bob Lane from Portage for hosting a Veterans’ Benefit Ride from the Full Throttle Saloon on July 14th. According to the State President, Bob raised over $700 for the VA Home at King. Next year, if we can get our wires uncrossed and a little advance notice, we’d like to help Bob with that run in any way we can as a District project and perhaps use it as a jumping off point for a regular District meeting. Even though it’s the far – westernmost side of District 2, I’m told that the beer is cold, English is spoken there and the rate of exchange is four quarters to the dollar!

1. State ALRA Quarterly Meeting: Saturday, August 4th, Wisconsin Dells at the Mirror Lake Resort Tamarac: Directions: Taking I-94 – Exit # 89 - Highway 23 (Lake Delton).

Go South on Highway 23 about ½ mile. The first left is the resort (cream colored) on the corner of Xanadu and Highway 23 but proceed to the next left for parking below the Conference Center (watch for ALRA parking sign).

The name of the complex is Mirror Lake Resort Tamarac, phone # 608-254-4929 (information desk) The conference room has been booked from 1P.M. to 5P.M. for the District Meeting.

This is one I can’t make due to another commitment, but if anyone wants to ride it from Mequon it’s about a 2-1/2 hour ride across the state on Highway 33.

2. Cascade Parade: Sunday, Aug 5th: Post 386 has asked for our support with a flag unit and escorts for their Fire Department Parade. Staging starts at 10:30 am at the Highway Department shed west of Cascade on Highway 28. Parade starts at 12:00 pm. The parade is about 1-1/4 miles in length. We will depart Post 457 in Mequon at 10 a.m. to ride up.

3. 2nd District ALRA Monthly Meeting: Saturday, August 11th. This should be a fast meeting, mostly for planning our September jaunt to Manitowoc. Details on that below. Also, I’m starting a new order for ALRA Polo shirts and T-shirts. We’ll start the order in August and finalize it in September. Contact me if you want one.

4. Wisconsin HOG Rally: August 17-19, Racine. The ALRA will have a table at Racine H-D. District 1 has asked for our and Milwaukee District’s support in staffing the membership / informational table. As of now, they need Riders for the following time slots (read across):

Thursday 8/16: 0900 – 1200, 2 slots Thursday 8/16: 1500 – 1800, 2 slots
Friday 8/17: 0900 – 1200, 1 slot Friday 8/17: 1500 – 1800, 2 slots
Friday 8/17: 1800 – 2100, 1 slot Saturday 8/18: 1800 – 2000, 2 slots
Sunday 8/19: 0900 – 1200, 1 slot

Contact me by phone or e-mail and I’ll forward it to District 1 to get you signed up.

5. Richfield Days Parade: Sunday, August 26th. Staging on Highway 167 at the intersection of Hwy 175. The parade starts at noon, and we will meet at the Pilgrim Road H-D plant at 11:00 a.m. and ride to the parade with the Milwaukee District.

6. 2nd District ALRA Monthly Meeting: Saturday, September 8th. This event will start at Post 457 in Mequon with a 10:00 a.m. departure enroute Manitowoc with a stop in Sheboygan at Cruiser’s / Route 43 Harley-Davidson at 11:00 a.m., and then departing Sheboygan at 11:30 a.m. for a leisurely ride along the lake to Manitowoc. Danny Lee is looking into a good eatery in Manitowoc to have lunch and a brief District meeting somewhere near the Maritime Museum.

OTHER NEWS: I received notice of the resignation of ALRA State Secretary Richard Keller. The State President, with the concurrence of a majority of the Executive Committee has made a vacancy appointment of Eileen “Baby Doll” Pasbrig to serve as the State Secretary. I want to thank Richard for his excellent service as Secretary, and wish Eileen the best of luck. She has done a great job with the membership committee and is well suited to her new duties as Secretary.

ACTIVITIES REPORT: Five Riders represented the District at the Saukville Independence Day Parade on July 4th. We led the parade with Post 470’s Color Guard and were well received by the citizens in that community.

BADGERS FOOTBALL GAME; Saturday, Sept 1st, Salute to Veterans – 2 Free Tickets Available to Veterans if you apply by August 7th to Wis. DVA by fax or mail.

I think this could be a fun ride and social event if there are members from Districts 1, 2, 4 & 5 who want to go to Madison for this. The free veteran’s tickets will be awarded by random drawing and the winners notified by mail.

Curtiss Peck from Post 400 is willing to be the point of contact. Please contact him as soon as possible with respect to your level of interest. However, the attached form needs to be signed by each veteran applying for tickets.
